Requirements:

  • Driver’s Age: Must be at least 21 years old.
  • Vehicle Specifications: Four doors are required, with seating and safety equipment for four passengers plus the driver. The vehicle must be model year 2015 or newer.
  • Inspections: Both cosmetic and mechanical inspections are necessary to ensure the vehicle’s condition and appearance.
  • Insurance and Registration: Drivers must have in-state insurance with their name on the policy, an in-state driver’s license, and one full year of US driving experience. The vehicle must have in-state plates with current registration.
  • Background Checks: Drivers must pass a background check and driving record check.
  • Technology Requirements: Drivers must own a smartphone with the latest iOS or Android operating system installed and comply with local regulations.

Criminal Behavior

Working to reduce riders’ risks of these acts, Pennsylvania law requires OFLES to conduct criminal background checks on all prospective drivers, which covers national criminal databases and the national sex offender registry.

The companies must reject applicants who were convicted of any of the following:

  • A felony within the past five years
  • A violent offence, sexual battery, lewdness, or indecent exposure within the past five years
  • Driving under the influence, reckless driving, hit-and-run, or fleeing a law enforcement officer within the past five years
  • Driving on a suspended or revoked license within the past three years

OFLES must also deny anyone who appears on the national sex offender registry.
